I think #1 has be thoroughly answered by other posters, so I don't need to touch that.
#2: Just as thought, GB/FR may have not have wanted to go after USSR, bceause after Poland, Russia didn't really extend itself further. Germany was the major threat and it is likely the Allies did not want to give Russia and Germany an excuse to hook up again.
