Question about winrar - Rape Board

I have seen on several rar files that when I try to open them for extraction they pop up a window with a comment.
Is there anyone who knows how can I archive a file and set this window to pop up every time someone tries to open it?
I know the comment tab when I create the rar file but the comment is not shown on a seperate window, on file open.

Another one. Is there a way to change the password of a rar file?

Sanitarium im not sure if its available or not but there may be help files attached to the program.

google search possibly or even email program makers?

I already google it and got no results on this.
Help file gives only brief explainations about the prog.

Maybe I am mistaken and this feature is avail. only in winzip.
