Have just been reading on Sky News website that MI5 has downgraded the threat of Northern Ireland terrorism to moderate, meaning an attack is possible but unlikely. This is despite the aforementioned increase in punishment shootings in the last year, and so far this year.

Does this mean that the UK government no longer views paramilitaries as terrorists, or have they already ceded territory to the EU, so that a kneecapping in Belfast no longer threatens the United Kingdom?
