A: Yes. It's called a wooden pony or "the horse" and was once used as a traditional military punishment. The device was usually made up as an inverted V of two planks, set into legs and fitted on some sort of wheeled carriage; the victim would be sat astride the planks, his hands tied behind his back or sometimes to a rudimentary "neck" at one end of the planks and weights added to his feet before the whole contraption was pulled around the parade ground or some uneven earth nearby.
I expect that. on dismounting, they'd tend to walk rather like John Wayne...
