No, the criminals should be smart enough to know it to the horror of the cop and they can remove the device and throw it near the fake accident that they had created to show that Jill is now dead. Or, the criminal might have a link in the police who helps Rickie out of the way... I added that chip factor to increase some spice to the story. The captors can show more strength on it by revealing it to the captive cop
